In flood control dams it is not only the failure to prevent flood larger than their design carry- ing capacity, but also the uncertainties of hydraulic factors that caused disasters. In general, the hy- draulic risk is not considered in most of the hydrological analysis in floodproofing plan and design. In this paper, a method of evaluating the hydraulic risk is developed by employing risk theory, and the concept can easily be extended to other types of risk analysis.

This paper presents an approximate algorithm based on simulated annealing to achieve the maximum probability of the minimal cut sets for a fault tree. Near optimal minimal cut sets and impor- tant sequence of the basic events are also solved by the method. Computer simulation show that the algorithm performs very well.
